In another diocese, the priest implicated in the vice is transferred to another diocese where they continue with their activities. If the church wants to offer the best solution to stem out such vices in its establishments, then they must take criminal action against those involved.
Even if it means taking criminal prosecution for such people that advance such indecent actions like having sexual relations with children then let it be because people cannot continue taking advantage of their priestly positions to have relations with children. If celibacy is the cause of all these problems, then they need to relook at the doctrine.
